Eighty percent of Singapore's population live in apartments such as these, built by the Housing & Development Board (HDB) and sold to the public at subsidised cost. Buyers pay for the apartments through monthly deductions from their retirement fund, which is contributed partly from compulsory contribution from the buyer's salary and partly from compulsory contribution from the buyer's employer. In this way, the buyer needs to pay very little cash monthly, if at all.
